[ return to top ] What shapes usCentrelink is a statutory agency delivering government services to people throughout Australia. As one of six service delivery agencies, Centrelink is part of the Human Services Portfolio, it reports to Senator the Hon. Joe Ludwig, Minister for Human Services. The Minister's expectations of Centrelink, and the CEO's intentions relating to these, are set out in the Statement of Expectations and Statement of Intent. Centrelink acting CEO Carolyn Hogg is responsible for meeting the expectations of our Minister and ensuring the organisation achieves its purpose: 'Serving Australia by assisting people to become self sufficient and supporting those in need'. The CEO is supported by her Executive in setting Centrelink's strategic directions and organisational priorities. It comprises the organisation's seven most senior managers and reports directly to her. Members of the Executive chair the Strategic Committees, which provide a key forum for high-level collaboration, advice and review. [ return to top ] What enables usCentrelink's governance framework has its foundation in the Commonwealth Services Delivery Agency Act 1997. This establishes Centrelink as a statutory agency with responsibility for delivering services and welfare payments, as negotiated with policy departments. Additional legislation sets out the other responsibilities and accountabilities of the Chief Executive Officer within the Australian Public Sector framework:
These accountabilities include management of people, finances, audit and risk, and procurement of goods and services for Centrelink. Under the framework, the CEO delegates responsibilities to individual members of Centrelink's Senior Executive Service and holds them accountable for the decisions and actions they take on her behalf. The Executive and its Strategic Committees bring together senior managers to monitor and review our business activities. An Audit Committee reporting directly to the CEO provides her with independent assurance and assistance on Centrelink's risk, control and compliance framework and its external accountability responsibilities. The CEO reports regularly to the Minister on Centrelink's progress against the Statement of Expectations and Centrelink's purpose.
