Tasmanian Freight Equalisation Scheme - Southbound Goods
The Southbound component of the Scheme applies to persons or businesses engaged in manufacturing, mining and primary production (agriculture, forestry and fishing) in Tasmania. For eligibility purposes, Manufacturing and Mining and Primary Production are treated as 2 separate categories of Southbound goods.
Business eligibility requirements and eligible commodities included under Manufacturing and Mining and Primary Production are detailed below.
Manufacturing and Mining
Eligible Businesses
This Southbound category applies only to TFES registered manufacturing and mining businesses shipping eligible raw materials, machinery and equipment from the Australian mainland to Tasmania. Suppliers and freight orwarders are not eligible to claim.
Applications for registration with the Scheme should be made on a Manufacturers' and Miners' Business Registration Application form.
Eligible commodities
To be eligible for assistance a commodity must:
- be a raw material or equipment for use in a production process
- be produced or manufactured on the mainland or, if imported, have undergone a manufacturing process on the mainland
- incur a sea freight cost disadvantage
- be transported across Bass Strait by sea as "non bulk" cargo (i.e. not shipped loose in the hold of a ship).
Ineligible commodities
The following commodities are specifically excluded:
- goods of Tasmanian origin
- fuels and lubricants
- building and construction materials and equipment
- motor vehicles to be registered for use on public roads.

Primary production
Eligible Businesses
This Southbound category applies to persons or businesses engaged in agriculture, forestry and fishing in Tasmania. Claimants must be the end users of commodities shipped. Freight forwarders are not eligible to claim. Suppliers who are approved TFES agents may claim assistance on behalf of their customers.
Eligible commodities
Freight assistance will be paid on raw materials, machinery and equipment for use in primary production processes in Tasmania, provided that these commodities:
- have been purchased for the claimant's own use
- were manufactured on the Australian mainland or, if imported to the mainland from outside Australia, have undergone a manufacturing process on the mainland
- incur a sea freight cost disadvantage
- are transported across Bass Strait by sea as "non bulk" cargo (i.e. not shipped loose in the hold of a ship) [see note]
- are not included on the list of ineligible commodities below.
Note: Bulk wheat shipments to Tasmania from the Australian mainland may be eligible under the Tasmanian Wheat Freight Scheme.
Ineligible commodities
The following commodities are specifically excluded:
- goods of Tasmanian origin
- imported goods (unless they have undergone a manufacturing process on the mainland)
- fuels and lubricants
- building and construction materials.
