Student scholarship transitional payments
There are transitional payments available for students who would have qualified for the Student Start-Up Scholarship and higher rate of Relocation Scholarship if changes to the Parental Income Test for Youth Allowance and ABSTUDY, which will be introduced from 1 July 2010, had come into effect from 1 January 2010.
Student Start-up Scholarship
If you are a dependent student and would have qualified for the Student Start-up Scholarship from April 2010 if changes to the Parental Income Test for Youth Allowance and ABSTUDY had come into effect from 1 January 2010, you will still qualify for both payments this year.
This means that if you qualify under these provisions you will receive a one-off higher rate of payment of $1,300 in semester 2, 2010.
To be eligible for the Student Start-Up Scholarship transitional rate of $1,300, you must:
- be undertaking an approved scholarship course in semester 2, 2010, and
- have been undertaking full-time study in an approved scholarship course at a higher education institution on 1 April 2010, and
- become qualified for Youth Allowance or ABSTUDY Living Allowance between 1 July and 28 July 2010, and
- be dependent when you become qualified for Youth Allowance or ABSTUDY Living Allowance.
You will not be eligible for this transitional rate if you have also received one of the following in 2010:
- Department of Veterans' Affairs (DVA) Student Start-up Scholarship
- any form of Student Start-Up Scholarship paid by Centrelink
- a Commonwealth Education Scholarship.

Relocation Scholarship
There are arrangements in place for students who relocated in late 2009 or early 2010 to study in an approved scholarship course at a higher education institution in 2010 and, as a result of the delayed implementation of the changes to the Parental Income Test, did not qualify for Youth Allowance or ABSTUDY Living Allowance until more than 6 months after they relocated.
If you qualify under the transitional arrangements for a Relocation Scholarship, you may receive the higher rate of $4,000 in 2010.
To be eligible for the higher rate of Relocation Scholarship of $4,000 you must:
- be undertaking an approved scholarship course in semester 2, 2010 and
- have been undertaking full-time study in an approved scholarship course at a higher education institution on 1 April 2010
- become qualified for Youth Allowance or ABSTUDY Living Allowance between 1 July and 28 July 2010
- be dependent when you become qualified for Youth Allowance or ABSTUDY Living Allowance
- have moved away from home for the purpose of undertaking that study no more than 6 months before commencing the course in 2010
- have not previously received a Commonwealth Accommodation Scholarship.
You will not be eligible for this transitional rate if you have also received any of the following in 2010:
- DVA Relocation Scholarship
- any form of Relocation Scholarship paid by Centrelink
- a Commonwealth Accommodation Scholarship
